Mobility controls—including travel bans, passport confiscation, and visa manipulation—are used by at least 55 governments to systematically suppress dissent by preventing journalists, activists, and dissidents from accessing international forums, documenting abuses, or escaping repression, while targeting family members as hostages to coerce silence or forced return.
