An influence operation that can be attributed to a foreign state is an influence operation that has failed. The moment audiences recognize messaging as state-directed propaganda, its persuasive power collapses. The moment investigators trace financial flows to a state treasury, legal consequences become possible. The moment platforms identify coordinated inauthentic behavior, content may be removed.

Obfuscation exists to prevent these actions. It is the systematic engineering of ambiguity, deniability, and attribution resistance into every layer of an operation so that the sponsoring state can act while appearing not to, direct while appearing uninvolved, and fund while appearing unconnected.

Conduit Funding Conduit funding is the deliberate use of intermediary organizations and layered financial structures by state actors to obscure the origin and intent of money flowing to influence operations, political campaigns, and other activities that advance foreign interests while maintaining plausible deniability.
Covert State Media State actors create or fund ostensibly independent media outlets to distribute state-aligned narratives while concealing their involvement and exploiting audience trust in independent journalism.
Document Manipulation Document manipulation fabricates, alters, or synthetically generates official records and media to insert false information into institutional channels that treat material evidence as inherently credible, exploiting the verification gap between receipt and authentication.
Domestic Operatives Domestic operatives are citizens or residents recruited by foreign states to conduct influence operations from within their own countries, exploiting their local credibility and legal protections to advance foreign interests while obscuring the foreign origin of the campaigns.
False Flag A false flag is a deliberate deception operation where an actor manufactures misleading evidence—technical, linguistic, or institutional—to conceal their identity and frame another actor, potentially triggering military escalation, cyber retaliation, or political repression based on misattribution.
Front Organizations Front organizations are state-controlled entities that masquerade as independent civil society groups to conduct influence operations, surveillance, and disinformation while maintaining plausible deniability for their sponsors.
Illicit Finance Illicit finance enables authoritarian regimes to covertly fund influence operations through shell companies and cryptocurrencies while obscuring their identity and evading financial oversight, allowing them to purchase political access and capture democratic institutions.
Information Alibi Information alibi is the deliberate construction and dissemination of multiple competing narratives and alternative suspects by state actors to obscure responsibility for hostile operations, create epistemic confusion, and prevent accountability.
Information Dissonance Deliberate saturation of information environments with multiple contradictory narratives overwhelms cognitive processing, prevents factual consensus, exhausts fact-checking capacity, and enables manipulators to dismiss all competing claims while audiences retreat to preexisting beliefs or disengage politically.
Information Pollution Information pollution deliberately degrades information environments by flooding them with excessive, low-quality, or misleading content to overwhelm audiences’ and institutions’ capacity to identify reliable information, exploiting the asymmetry between content generation and verification capacity.
Paid Influencers State actors covertly compensate social media influencers to produce and amplify messaging aligned with state objectives, exploiting audience trust in ostensibly independent voices to deliver state-sponsored content while concealing the financial relationship and orchestrated nature of the communication.
Shell Companies Shell companies enable state actors to obscure beneficial ownership and conduct covert influence operations—including funding disinformation, media manipulation, and political interference—while maintaining plausible deniability and evading attribution.
State-Media Partnerships State actors covertly partner with ostensibly independent media outlets to embed regime-aligned narratives within trusted journalistic brands, obscuring propaganda origins while exploiting existing audience skepticism of mainstream institutions.
Technical Deception Technical deception involves fabricating digital trust signals—such as synthetic identities, forged documents, spoofed infrastructure, and AI-generated media—to conceal the origin of influence operations and make false content appear authentic.
